Blackpool Fulfilling Lives Programme: Supporting people with multiple and complex needs
Blackpool has been selected by the Big Lottery Fund, as one of twelve areas in the UK to potentially receive up to £10 million to improve support for local people with multiple and complex needs (Homelessness, Mental Health, Criminal Justice and Substance Misuse issues).
What is the Fulfilling Lives programme..?
The fulfilling lives programme plans to enhance existing services and joint working in Blackpool, to enable people with multiple and complex needs to navigate through services more easily. The aim is to identify and engage the most complex and hard to reach members of the local community and provide the support they need to lead healthier, happier and more fulfilling lives.
We believe that service users should be at the heart of the planning, design and delivery of the Fulfilling Lives Programme, ensuring that the views and opinions of local people are integral to the development, delivery and evaluation of the programme.
How is Empowerment involved..?
Empowerment were very involved in the process of setting up and winning the bid, taking the lead on service user engagement. This included organising a range of very well attended events, supporting and training volunteers and making sure the voice of service users was absolutely at the heart of how the project has been designed.
We were then successful in securing the tender for service user engagement through the implementation of the project. This means we now employ a team of Service User Navigators who are at the heart of delivery, playing an indispensible part providing peer support to service users - which was what they said was needed. We also run a shadow Partnership Board, which gives a strong voice to the users, and our Chief Executive sits on the Fulfilling Lives Board alongside senior people from across the public and voluntary sectors in Blackpool.
